Hong Kong reports 16,023 new COVID-19 cases, of which 3,009 are locally infected, 771 are imported and 12,243 are confirmed after being submitted to the "Declaration System for individuals tested positive for COVID-19 using Rapid Antigen Test", and 40 more deaths.
